What Freeholders Must Do Now

The Fire Safety (Residential Evacuation Plans) Regulations 2025, which came into force in April 2026, introduce new expectations for how residential buildings plan for emergencies. For freeholders and those responsible for blocks of flats, this represents a significant shift in compliance requirements.

At the centre of the regulations is the requirement to properly consider how residents would be evacuated in the event of a fire. This includes assessing whether a “stay put” strategy remains appropriate or whether a full or phased evacuation plan is required. Importantly, there is now greater emphasis on identifying and supporting vulnerable residents, including those who may need assistance to evacuate.

Freeholders must ensure that fire risk assessments reflect these considerations and that evacuation strategies are clearly documented, communicated and regularly reviewed. Failure to do so may result in enforcement action, particularly as fire authorities increase inspections.

Many buildings are not yet fully prepared for these changes. Taking early action not only ensures compliance but protects residents and reduces risk.
